
FMCSA's regulations protect consumers who are moving to a different state and provide information on the rights and responsibilities of consumers and the movers and brokers they hire.
Your primary responsibility is to select a reputable mover or broker, ensure that you understand the terms and conditions of the contract, and understand the options that are available to you if there is a problem. Before moving your household goods interstate, movers and brokers are required to give you the booklet entitled Your Rights and Responsibilities When You Move.

- Right to a Written Estimate: Your mover must provide you with a written estimate before the move. This estimate can be binding (guaranteed price) or non-binding (approximate cost).
- Right to Accurate Weighing: You have the right to observe the weighing of your shipment and request a reweigh if you dispute the weight.
- Right to Delivery: Once you have paid 100% of a binding estimate or 110% of a non-binding estimate, your mover must deliver your goods.
- Right to File a Claim: If your goods are lost or damaged, you have the right to file a claim with your mover within 9 months of delivery.
- Right to Dispute Resolution: If you and your mover cannot resolve a dispute, you may request arbitration.
Your Responsibilities
- Research Your Mover: Verify that your mover is properly licensed and insured through the FMCSA.
- Provide Accurate Inventory: Give your mover a complete and accurate list of items to be moved.
- Read All Documents: Carefully read all estimates, contracts, and bills of lading before signing.
- Be Present: Be available during pickup and delivery to supervise the loading and unloading of your goods.
- Make Timely Payments: Pay for services as outlined in your contract.
- Report Problems: If you encounter any issues, document them and report them to USMPO and the FMCSA.
